任务
Assignment
在总经理的监督下，负责制定运营部的战略，完成部门平衡积分卡上的目标。确保所有生产工序按照TS16949质量体系的要求进行。完成生产指标，控制生产成本，确保产品按时按质交货。负责监督环境、职业健康和安全体系的运转。
Under the supervision of Managing Director, be responsible for mapping out the strategy of the operation department. Achieve the targets on the scorecard of the operation department. Ensure that all production processes are conducted according to the requirements of TS16949. Fulfill the production targets, control production cost and ensure products are delivered on time with correct quality. Monitor the running of environment, career health and safety system.
职责
Responsibilities
1. 制订运营部部门战略；制定部门政策和程序。
Establish the production strategy guided by the company strategy. Map out the department policies and all procedures.
2. 作为公司的管理者代表，监控质量体系和EHS体系的运作，并负责向管理层报告运行状况。
Being the representative of the company’s governor, monitor the running of the quality system and EHS system, and be responsible to report on the operation status to the company’s management.
3. 根据公司平衡积分卡，制订本部门平衡积分卡，并负责达成平衡积分卡上的目标。
Draw the balanced scorecard of the department according to the scorecard of the company and be responsible to achieve the targets on it.
4.负责在运营部内正确实施质量体系，分析和控制产品质量，确保不合格品率在规定范围之内。
Be responsible to carry out the quality system within the operation department correctly. Analyze and control the quality of products and ensure the NC ratio is always within the limit.
5. 定期向上级管理部门汇报本公司安全和环境的现状。向本公司的总经理汇报所有的工伤事故。
Report to the Senior Administration department of the local government on the situation of the safety and environment of SPS at regular intervals. Report all injury accidents to the Managing Director of SAPA Profiles Shanghai.
6．做为直线经理，负责在本部门执行绩效管理方案，对下属员工的绩效进行辅导沟通，并帮助员工不断提高绩效。
Being as the immediate manager, be responsible for the execution of the Performance Management scheme in the department, tutoring subordinates on his or her performance and helping staff improve their performance continuously.
7. 维护和改善生产系统以提高生产效率。
Maintain and improve the production system for better production efficiency.
8. 确定产能计划以满足市场需要。
Set up capacity plan to meet the market demand.
9.设定生产部目标，并跟踪目标完成情况，以采取纠正措施。
Set up production targets and keep track of the situation of targets achievement and then take some corrective actions.
10. 检查并批准生产控制计划。
Review and approve the production control plan.
11. 整合生产报告，跟踪生产趋势并作采取必要的措施。
Combine all production reports to follow up the trends of the production and take necessary actions.
12. 检查和改善物料流转的效率以优化在制品和交货期。
Check and improve the efficiency of the material movement to optimize the WIP and the lead-time.
13. 监控和控制生产成本以符合预算。
Monitor and control the production cost to be in line with the budget.
14. 完成交货准时率的目标。
Fulfill the target of Delivery Performance.
15. 监控生产部整体的EHS现状，以保证生产部员工安全的工作环境。
Monitor the EHS situation of the overall production to ensure that the working environment for production staff is safe.
16. 审核批准周生产计划、月度生产计划和月度原材料采购计划。
Check and approve the weekly and monthly production plan and the monthly raw material purchase plan.

Authorities
1. 总经理不在公司时，授权代理总经理决定本部门一般性工作。
When MD is not in the company, operation department manager is entitled to deputize MD to make a decision on normal activity in the department.
2. 授权签署1000元人民币以下的PR。
Be entitled to sign a PR with an amount less than RMB1000.
要求
Qualification
1. 学历 Education Background
本科学士学位以上 Bachelor Degree above
2. 专业 Major
企业管理，机械工程等专业 Enterprise Management, Mechanical Engineering etc.
3. 专业知识和特殊技能要求 knowledge and skills
10年以上现代制造型企业工作经验。有质量部和物流部主管工作经验。熟悉铝型材深加工企业的生产工艺和生产流程。
10 years above experience in modern manufacturing corporations and have the experience in the positions of quality department manager and logistics department manager. Be familiar with the production process and production flow in an aluminium profile fabrication plant.
具备TS16949质量体系方面的专业知识，能够建立、执行和维护TS16949质量体系，并且积累了丰富的实践经验。
Have professional knowledge and rich practical experience on the establishment, implementation and maintenance of QS9000 or TS16949.
接受过QS9000和TS16949的系统培训，具备内审员资格；
Have accepted the systematic training on QS9000 and TS16949 and have got the qualification of Internal Auditor.
4. 经验 Experience
具备外资生产型企业高层经理8年以上的管理经验；
Above 8 years management experience in the position of a senior manager in a foreign-owned manufacturing corporation
5. 语言 Language
大学英语六级以上，优秀的英语口语及书面表达能力。
CET 6th or above, excellent oral and written English
6. 个人素质 Personality
具备强烈的责任心，有大型团队管理能力和良好的沟通、协调能力，具备团队合作精神，能在压力下工作，工作态度积极，能够高效率地工作，有创新能力和解决冲突的能力。
